Indonesia is a source and transit country for men, women, and children trafficked internationally and internally for sexual exploitation and forced labor. Indonesian victims are trafficked into Southeast Asia, the Middle East, Australia, and cities within Indonesia. In 2004, the government increased punishment of traffickers with 141 investigations, 51 prosecutions and 45 convictions. They also adopted standard operating procedures for the protection of trafficking victims. The government has sponsored public awareness campaigns and worked with NGOs in a limited capacity to fund prevention programs.
In 2004 Shared Hope International (in partnership with the Government of Indonesia, International Catholic Migration Commission and the American Center for International Labor Solidarity) hosted the 4th "Next Steps" Conference. The primary goals of this two day conference were to establish an awareness of the high level of sex trafficking in the area, and to gain a commitment from the government to aggressively combat this issue. Additionally, a framework was developed for identifying areas as commercial sexual exploitation free zones to help raise public awareness on the issue.
