Moldova is a source country for women and girls trafficked into the Middle East and Europe for sexual exploitation. It is also a transit country for victims from former Soviet states heading into Europe. The International Organization of Migration reported an increased number of families trafficked to Poland for forced begging, a rise in internal trafficking, and a rise in trafficking of women for domestic service in Europe. In 2004, The Ministry of Interior's Anti-Trafficking Unit opened 274 trafficking investigations and convicted 23 individuals. Government work is poorly funded, and NGOs and international organizations conduct most of the anti-trafficking campaigns.
In 2003, Shared Hope International collaborated with the Government of Moldova National Committee to Combat Human Trafficking, the International Organization of Migration, UNICEF, OSCE and the Center for Prevention of Trafficking in Women to host the First "Next Steps" Conference. This conference-attended by Deputy Prime Minister, Valerian Cristea-specifically addressed the need for increased prosecution of traffickers and protection of witnesses in the criminal justice system.
